AMA FAI Procedures Manual

Here are the first few pages scanned from the November2005 AMA FAI Procedures Manual. These are the pages which are essentially new in this major revision and which institute a means for determining support and funding for FAI Teams to World Championships.

In addition to the diminished funding overall (down from $700 to $400 per person), these new procedures institute a means whereby AMA will PREVENT a team from attending a World Championships even if they TOTALLY FUND THEMSELVES!

Update(02/22/05):Unfortunately, I have heard nothing more from AMA regarding these procedures. However, much discussion within the racing community has begun on how to deal with the AMA's requirements.

Although it has been requested for YEARS that the FAI Procedures dosument be made availabel on the AMA website, as of this date it STILL does not exist THERE. It DOES EXIST, however, and we have been able to get an electronic copy. It is here:


Update(01/31/06): I have been in communication with Dave Brown, AMA President, and when asked the question about prohibiting an un-funded team from attending a World Championships, he responded

"I can only imagine this being done in the most extreme cases."

I have asked Dave to please give me some specification of what just those conditions might be, and also to somehow have HQs add that to the FAI Procedures document so that further confusion and (very) hard feelings could be averted. .......expectations must be met. These expectations are participation in the program/team selection event and/or performance at the World Championships.

A team that may not have done well at a World Championships can still obtain support and funding by enjoying a high level of participation in the team selection process. By the same token: a team that may have lower level of participation, but does well at the World Championships, will also be considered for support and funding.

Support and funding are based on a points system. Points are obtained by participation in the program and team selection event and by performance at the World Championships.

1. Performance-based criteria

50 points - Obtain a podium finish at one of the last two World Championships (either team or individual) in which at least six countries compete for team honors or 24 individuals compete for individual awards.

-or-

25 points - Top 5 individual finish at one of the last two World Championships which involved 20 or more competitors.

-or-

25 points - To-thirds of them team members in top ten at either of the last two World Championships which involved 20 or more competitors.

2. Participation-based criteria

50 points - Twenty or more Individual competitors or teams in team selection finals contest during one of the last two cycles.

-or-

25 points - Fifty or more active members (in one of the last two cycles) in team selection programs.

-or-

25 points Fifteen or more participants in the team selection finals contest during one of the last two cycles.

Teams/programs obtaining 50 points or more will be considered supported and funded to the limits set forward in this document. Teams/programs obtaining less than 50 points but more than 24 points will be considered fully supported, but only funded for fifty percent of the limits set forth in this document. Teams/programs obtaining less than 25 points will be supported for two cycles but unfunded.

Should the team be unable to obtain more than 25 points during at least one of these two cycles all support and funding will be dropped and that particular team will no longer participate in World Championships competition*** until it can be shown that the participation has increased to the level of at least 25 points. Should the participation increase to that level a petition to re-establish the team following the procedures for establishment of a new team/program, should be developed and sent to the AMA Technical Director.
